Douglas H. Simmons, PE

Douglas H. Simmons, PE has joined JMT as a Vice President in our Sparks, Maryland corporate headquarters.

Doug recently retired as Deputy Administrator/Chief Engineer for Planning, Engineering, Real Estate and Environment for the Maryland State Highway Administration (SHA) following a successful, 32-year career with this agency. He will be responsible for leading JMT’s Planning practice throughout our offices.

Doug served as Deputy Administrator/Chief Engineer for 12 years, including a period where he served as Acting Administrator. He oversaw the development of SHA’s six-year, $8 billion capital program and led major capital project delivery at SHA with direct program delivery responsibilities of approximately $500 million annually. Doug provided strategic direction to five senior managers in charge of Planning and Preliminary Engineering, Highway Development, Structures, Environmental Design and Real Estate, with a combined workforce of more than 600 employees.

He began his career as a Project Engineer and held increasingly responsible positions including Project Manager, Travel Forecaster, Assistant Division Chief for Project Planning, Acting Chief of the Highway Information Services Division, Chief of the Regional and Intermodal Planning Division, and Director of the Office of Planning and Preliminary Engineering.

Beyond his duties directly for SHA, Doug represented Maryland for 15 years within the leadership of the American Association of State Highway and Transportation Officials, first on the Standing Committee on Planning and then the Standing Committee on Highways.

His outstanding achievements and dedication have been recognized by the Federal Highway Administration with the Administrator’s Public Service Award, and by AASHTO with its Alfred E. Johnson Achievement Award for outstanding service in the field of engineering or management. Doug has also been active with the National Cooperative Highway Research Program, World Road Association-PIARC, and numerous professional associations.

Doug received a Bachelor of Science degree in Civil Engineering from the University of Maryland, College Park, and an MBA from the University of Baltimore. He is a registered Professional Engineer in Maryland.
