The Maryland Department of Transportation’s State Highway Administration (MDOT SHA) continues to update internal processes and develop COMAR-compliant electronic proposal packages to complete our transition from paper/hardcopy bidding to electronic bidding. All highway construction and maintenance projects will be moved to the electronic bidding platform by the end of the summer. At that time, paper bids or bids on CDs will no longer be accepted for projects.

Contract documents will be made available through eMaryland Marketplace and will continue to be offered at no charge on this site. Registration and a paid subscription are required to submit bids through the internet-based Bid Express system. Potential bidders are informed that the registration process takes up to 7 business days. In addition, SHA will be letting pilot projects in advance of the September changeover, with the first projects advertised as early as July 2017. A bid extension will not be granted for delays in registration and/or errors in submission of electronic bids. An update will be posted once the site is opened for registration to bid. Additionally, web-based training is available for bidders and the offered sessions are as follows:

  • Session 1: May 23, 2017 9:00 AM – 11:00 AM
  • Session 2: May 23, 2017 1:00 PM – 3:00 PM
  • Session 3: May 24, 2017 9:00 AM – 11:00 AM
  • Session 4: May 24, 2017 1:00 PM – 3:00 PM

This training can be completed by the contractors either from their own offices or at a SHA facility. The web-based training will be available at the following MDOT SHA facilities:

  • District 6 Office; 1251 Vocke Road, LaVale, MD 21502.
